BYE LAWS OF GRK

PREAMBLE

In order to create awareness in regards to necessity of disciplined and harmonious living for peace and development and to promote socio-economic growth through volunteer services among the members of Gori and Soi village and its adjoining areas in particular and the people of Basar area in general with justice, liberty and freedom, equality, love, fraternity, peace and communal harmony as main objectives, it is solemnly resolved to form this association as GUMIN RVGO KWLAJU[…a collaboration of positive minds for social growth] on this day of 5th December,2012.

This association is purely apolitical one and an initiative of all the Govt./Semi Govt. employees of Gori & Soi villages.

 

 PART -I

 

ARTICLE: I

TITLE

The name of the association shall be “GUMIN RVGO KWLAJU […a collaboration of Positive minds for social growth]”, in short (GRK).

 

ARTICLE: II

HEADQUARTER

The Headquarter of the Association Shall be at Basar, West Siang District, Arunachal Pradesh.

 

ARTICLE: III

 

REGISTERED OFFICE

 The registered office shall be at Basar West Siang District, Arunachal Pradesh.

 

 

ARTICLE: IV

 

DEFINITION

 “ASSOCIATION” means ““GUMIN RVGO KWLAJU [GRK]"

 

 

ARTICLE: V

 

EMBLEM

-           The emblem of the association shall be composed of three people holding each other’s hands, one of them standing and    

            pulling the rest along while pointing towards growth and development.

-           Portion of globe indicating broader thought and action in global perspective.

-           Two blue flying strips in background indicating “if united, sky is the limit’.

-           Three outer circles-Saffron indicating struggle, White indicating peace and Green indicating prosperity. It also indicates

            patriotism towards our country as a whole.

 

ARTICLE: VI

MOTTO

 

“To promote Socio-economic growth through volunteer service with positive approach towards all spheres of life”.

 

ARTICLE:VII

STATUS OF THE SOCIETY

 

It shall remain as non- political association.

        MEMORENDUM OF ASSOCIATION

ARTICLE:VIII

AIMS AND OBJECTIVES

 

  (1)      To promote socio-economic growth among its members.

  (2)     To channelize and exploit the latent energies/talent of the people in the greater interest of the society.

  (3)      To create sense of awareness among the people and to enabling them to cope up with the changing face of development.

  1. To guard the people against division in the name of religion, sects, clan, etc.

  2. To embrace a more pragmatic, scientific and dynamic culture as it may come with continuous human evolution process.

  3. To encourage the qualitative education in the area to help producing better citizens.

  4. To eradicate the prevailing age old social evils in order to build a refined and scientific association.

  5. To endeavor and explore the ways and means to uplift the socio-economic status of the people.

  1. To encourage the literacy development of the people and the documentation of their folk lore, folk tales, folk songs, and dances.

  2. To organize dissemination of technical and other useful information among the people as a measure of motivation.

 

ARTICLE:IX

 

STRUCTURE

 

The general structure of Gumin Rvgo Kwlaju (GRK) shall be as follows:

  1. It shall have a PERMANENT ADVISORY BOARD consisting of all the retired Govt. servants of Gori and Soi Village and its adjoining areas.

 

  1. It shall have an EXECUTIVE BODY consisting of the following:

  1. PRESIDENT,

  2. TWO VICE PRESIDENTS,

  3. MEMBER SECRETARY

  4. TWO GENERAL SECRETARIES

  5. CHIEF COLLECTOR-CUM-TREASURER

  6. EXECUTIVE MEMBERS

  7. SECY. WOMEN WING

  8. ASSTT. SECY. WOMEN WING

  9. CHIEF-AUDITOR with 2 (two) members

  10. CONVENOR AT VILLAGE LEVEL

  11. COORDINATION COMMITTEE AT BASAR

 

 

  1. A general Body consisting of all the Govt. servants of Gori and Soi village and its adjoining areas.

ARTICLE: X

GOVERNING BODY

The Governing Body of GRK shall consist of the Permanent Advisory Board and the Executive Body /Office-bearers.

ARTICLE: XI

GENERAL BODY

The General Body of GRK shall comprise all the members of Gumin Rvgo Kwlaju consisting of all the Govt. servants of Gori and Soi villages and its adjoining areas.

 

 

ARTICLE: XII

 

FRAMING OF RULES AND REGULATIONS

 

The association shall frame its rules and regulations appropriate to it and shall be governed by it subject to amendments.

 

 

 

 

 

 

 

 

PART –II


RULES AND REGULATIONS

 

The Bye-Laws of GRK shall be as follows subject to modification and amendments from time to time by special resolution of the General Body Meeting.

 

 

ARTICLE:I

SHORT TITLE AND EXTENT

 

These rules may be called “RULES OF GUMIN RVGO KWLAJU-2012”. They shall come into force with immediate effect.

ARTICLE: II

DEFINITIONS

 

  1. In this rules unless the context otherwise requires.

 

  1. “ASSOCIATION” MEANS “ GUMIN RVGO KWLAJU”

 

  1. “EXECUTIVE BODY” means the Body constituted under rules,

 

  1. “PRESIDENT” means the President of the Association,

 

  1. “ VICE PRESIDENT” means the Vice President of the Association,

 

  1. ‘MEMBER SECRETARY’ means member secretary of the association.

 

  1. “GENERAL SECRETARY” means the General Secretary of the Association,

 

  1. “TREASURER” means the Treasurer of the Association,

 

  1.  All other words and expressions not defined shall carry the normal meaning assigned to them.

ARTICLE: III

FUND

The GRK shall raise its fund by voluntary contribution of its active members once annually as fixed. The voluntary donations of well wishers shall be accepted without entailing any liability whatsoever from source of donation/donors.

 

ARTICLE:IV

OPERATION OF FUND

 

The organization shall maintain a joint account at established bank at Itanagar/ Naharlagun/Basar in the name of President, Member Secretary and Chief Collector-cum-Treasurer.

           

ARTICLE: V

TENURE OF OFFICE-BEARERS

 

The Executive Body shall hold office for a period of 2(two) Years from the date of assuming office.

 

 

ARTICLE: VI

POWERS AND FUNCTIONS.

 

  1. The Executive Body may:

      (a) Make, amend or repeal any Bye-Laws relating to the administration and management affairs of the association.

      (b) Consider the annual budget and its subsequent alterations placed before it by the Member Secretary from time to time and

           pass it with such modifications as the General Body may think fit;

     (c) Accept donations and endorsements or give grants upon such terms as it think fit;

     (d) Delegate any of its power other than those of making rules to the President, Member Secretary or other authorities as it may

         deem fit;

     (e) Appoint Committee, Boards, Sub- committees, etc. for such purpose and on such terms as it may deem fit, and remove any of

         them.

    2.  PRESIDENT:

President shall exercise general supervision and control over the affairs of the Association. He/she shall preside over the meeting of the Association as and when held. He/she should possess minimum degree of good reputation and wisdom. He/ she without prejudice but for the interests and welfare of the Association shall consent for holding meetings at any time on demand of the time and situation.

 

   3) VICE-PRESIDENTS:

 In absence of the President of the Association, the senior most of Vice Presidents shall exercise the power and functions of President of the Association.

 

   4) MEMBER  SECRETARY :

            (a)  The Member Secretary shall be the in-charge of the day to day functioning of the Association.

            (b)  He / she shall call any emergency/ important meetings relevant to the Association at any time in any convenient places.

            (c)  He/she shall maintain all official records/ documents/ registers of the association.

           (d)  He/she shall with the prior approval of the President, issue notice for holding  meetings of the Association and shall                             maintain the records of the minutes of the same to that effect.

           (e)  He/she shall present the budget estimates/audit report prepared by the  Chief-Auditor and its member and annual/bi-

                annual report of GRK before the Annual General Meeting.

 

   5) CHIEF COLLECTOR-CUM-TREASURER:

        (a) The Chief collector-cum-Treasurer shall keep the accounts of the Association in a joint account to be operated by President,

             Member Secretary and Chief Collector-cum-Treasurer in any Commercial Bank and operate the same on behalf of the                         association.

        (b) He/she shall regularly maintain the cash books of the Association and the same may be presented to the General Body    

             Meeting or as and when situation demands so.

 

    6) SECRETARY WOMEN WING:

     She shall be responsible to issues related to women – folk and present it at appropriate forums of GRK for discussion and

      perusal of ways and means to its remedial actions or pro-active actions as the case may be.

 

     7) CHIEF- AUDITOR:

     He/ she shall audit the accounts of the Association with the assistance of members.

 

 

ARTICLE VII

THE GENERAL BODY

The functions of General Body are-

  1.   To select the office bearers.

  2. To consider the amendment(s) to rules and regulations.

  3. To review the progress made in every preceding years.

  4. To approve audit reports.

ARTICLE VIII

PROPERTY OF THE ASSOCIATION

 

The property and assets both movable and immovable belongings of the Association shall be deemed to be vested in the Executive Body of the Association which shall be referred to as the property of the Association. No individual member/ office ­bearers of the association shall claim any assets/properties of the association as his/her personal assets/properties.

 

ARTICLE IX

OFFICE-BEARERS

 

    (1)  The executive body shall comprise the Office-Bearers of the association.

  1.   It shall chalk out the major policy and programmes of the Association.

  2.   It shall consider any other business relevant to the objectives of GRK as and when required.

  3.  It shall invite emergency meeting at any time considering the nature of the problem and situation if so needed.

ARTICLE X

PERMANENT ADVISORY BOARD

 

      1. The Association shall have a Permanent Advisory Board, who shall lead, guide, encourage and inspire the members of GRK

      for maintaining unity, fraternity, peaceful co-existence, love amongst the members of the association and also with other people.

     2. It shall, at the advice of the General Body, remove, suspend any office bearers of the association found inactive, insincere, and        going against the interests and welfare of the association.

   3. The Permanent Advisory Board shall not exercise any powers and functions without consulting the General Body of the

       association.

   4. The immediate retired Ex-President of the GRK shall preside over the General Body meeting in exercising the provision of sub

     section (2) of ARTICLE X above in case of the incumbent President being the office bearer under discussion for        

     impeachment/removal etc.

ARTICLE XI

QUORUM

The association in any of its meeting if held, shall maintain quorum by two third of the total members present. In case of emergency or in absence of the quorum, the executive body shall decide/ settle/ act promptly on any disputes/ misunderstanding that is brought up before it on the said day.

 

ARTICLE XII

    SITTING

 

    1. The Association shall hold its Annual General meeting on or before expiry of the date or month of the year.

    2. If the situation demands, any important meeting may be held at any time in any convenient places.

    3. The association shall call emergency meetings at any moments.

 

ARTICLE XIII

APPOINTMENT

 

  1. The association shall select the office bearers in its General Body Meeting.

 

  1. No election shall be held to avoid misunderstanding that may arise from election processes.

 

  1. The reputed, matured, dedicated and sincere person shall be selected as Office-Bearers of the association.

 

  1. Active, honest, dedicated and sincere office bearers may be re-selected in the General Body Meeting if necessary and if agreed upon by the majority in the General Body meeting.

 

ARTICLE XIV

POWER TO AMEND RULES

 

No rules shall be amended, altered, repealed or suspended, no any precious resolution of the association be suspended or rescinded or modified except with the consent of the 3/4th of the members present and voting in an extra ordinary general body meeting of the association duly convened giving prior notice of seven days. No such addition, alteration or suspension shall have effect unless it is approved by the administrator.

 

 

ARTICLE XV

WINDING UP

 

The association may be wound up by a decision of a majority of not less than 3/4th member present at a General Meeting called for the purpose and voting upon the dissolution of the association of all its debts and liabilities and property of the same shall not be paid to or distributed amongst the members of the association or any of them but shall be dealt with in such a manner or as the government of India or the Government of Arunachal Pradesh determine.

 

Certified that the above rules and regulations of the “GUMIN RVGO KWLAJU […a collaboration of positive minds for social growth]” as adapted at the general body meeting of the association held on 5thDecember, 2012, at Basar are true and correct.
